Sasol entrega furos e sistemas abastecimento de água reabilitados em Govuro e Inhassoro
No âmbito dos Acordos de Desenvolvimento Local (ADL), a Sasol entregou às comunidades dos distritos de Govuro e Inhassoro, no final do mês de Agosto, 28 fontes de água potável (bombas manuais), de um total de 51 previstas, e 8 sistemas de abastecimento de água reabilitados.
Os ADL, assinados em Setembro de 2019, com os Governos de Govuro e Inhassoro e 37 comunidades, são baseados na Política de Responsabilidade Social Empresarial para a Indústria Extractiva, aprovada pelo Governo de Moçambique, através da Resolução n.º 21/2014, de 16 de Maio), e no Guião de Implementação desta política, aprovado pelo Ministério dos Recursos Minerais e Energia, através do Diploma Ministerial n.º 8/2017, de 16 de Janeiro.
Após a assinatura dos acordos em 2019, e na sequência de um período preparatório durante o qual foram contratados os parceiros especializados, SNV e GIZ, a implementação dos ADL iniciou em Julho de 2020, com a apresentação dos parceiros de implementação aos comités de parceria (órgãos de gestão participativa compostos pela Sasol, Governo e representantes das comunidades).
“Ao terminar o primeiro ano de implementação, testemunhamos com muita satisfação a colheita dos primeiros frutos nas diversas áreas de intervenção criadas pelos Acordos de Desenvolvimento Local”, disse Ovídio Rodolfo, Director Geral da Sasol em Moçambique.
Para além dos furos e sistemas de abastecimento de água reabilitados, a Sasol entregou uma viatura a cada um dos distritos, como parte das acções de capacitação institucional para que os técnicos das direcções distritais de planeamento e infra-estruturas, que trabalham com a SNV, possam ter condições para dar continuidade ao projecto no fim da fase de implementação.
Os técnicos, que numa primeira fase, são contratados e remunerados pelo orçamento dos ADL, deverão integrar o quadro institucional dos governos distritais no fim do programa.
Ainda como parte do programa, e visando a sustentabilidade, a SNV tem estabelecido ou revitalizado e treinado os comités de água nas comunidades, os quais têm a responsabilidade de gerir e cuidar dos sistemas de abastecimento de água com apoio do Governo.
Para além de 23 fontes que ainda faltam para completar a série de reabilitações, o programa de água e saneamento prevê, para o ano financeiro de 2021-22, a construção de 11 novos sistemas multiuso e 10 bombas manuais.
Para o Administrador do Distrito de Govuro, Fernando Doda Muzimbigua, que, na companhia do Director Geral da Sasol, visitou e testemunhou o progresso de vários projectos, o trabalho desenvolvido pela Sasol no âmbito dos ADL está a contribuir para a melhoria da qualidade de vida das comunidades.
Por seu turno, a Administradora do Distrito de Inhassoro, Dulce Canhemba, agradeceu à Sasol pelas acções visíveis e pelo progresso na implementação do Acordo de Desenvolvimento Local assinados entre a Sasol, o Governo e as 28 comunidades abrangidas naquele distrito.
A Sasol continuará a trabalhar com o Governo, a todos os níveis, para a criação de valor comum e para promover o bem-estar das comunidades.
Sasol delivers rehabilitated boreholes and water systems in Govuro and Inhassoro
Under the Local Development Agreements (LDA), Sasol delivered to the communities of the Districts of Govuro and Inhassoro, at the end of August, 28 boreholes (hand pumps), out of a total of 51 planned, and 8 rehabilitated water supply systems.
The LDAs, which are agreements signed between Sasol, the Governments of Govuro and Inhassoro and 37 communities, in September 2019, is based on the National Corporate Social Responsibility Policy for the Extractive Industry. The agreements were approved by the Government of Mozambique, through Resolution No. 21/2014, May 16), and the Implementation Guide for the policy was approved by the Ministry of Mineral Resources and Energy, through a Ministerial Order No. 8/2017, January 16.
After the signing of the agreements in 2019, and following a preparatory period during which the specialised partners, SNV (Stichting Nederlandse Vrijwilligers, translated to English as Foundation of Netherlands Volunteers) and GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH, translated to English as German Society for International Co-operation), were engaged, the implementation of the LDAs began in July 2020, with the introduction of the implementing partners to the partnership committees (a participatory management group comprised by Sasol, Government and community representatives).
At the end of the first year of implementation, we are witnessing with great satisfaction the harvesting of the first fruits in the various areas of intervention created by the LDA’s.
The technicians, who at this first stage are hired and paid from the ADL budget, should become part of the institutional framework of the district governments at the end of the programme.
Additionally, as part of the programme, and aiming at sustainability, SNV has established or revitalised and trained water committees in the communities that now have the responsibility to manage and care for the water supply systems with the support of the Government.

Apart from the remaining 23 boreholes from the rehabilitation lot, the water and sanitation programme will build 11 new multi-use water systems and 10 boreholes during the current 2021-22 financial year.
According to Govuro District Administrator, Fernando Doda Muzimbigua, who, along Sasol’s Managing Director, visited and witnessed the progress of several projects, the work done by Sasol under the ADLs is contributing to the improvement of the quality of life of local communities.
The Administrator of Inhassoro District, Dulce Canhemba, thanked Sasol for the visible actions and progress in the implementation of the Local Development Agreement signed between Sasol, the Government and the 28 communities covered in her district.
Sasol will continue to work with the Government at all levels to create common value and to promote the welfare of communities.
